Rivian is having difficulty securing enough batteries
While not shutting off Rivian entirely Samsung is refusing the commitments that Rivian is asking for. This is probably due fact that as a startup Rivian doesn't have the ability to convince Samsung that they can or will follow through on orders.

Coincidentally, the largest project that I had as a manufacturing engineer was to provide parts for a startup company with great ambitions. My company invested a million dollars in machinery and a lot more in development but the customer went bankrupt before making any sellable product so I am understand Samsung's concerns.
That project was the Airtrax Sidewinder fork lift. It had some interesting capabilities and the curious might find a brief look to be worthwhile.

The info in the link is 10 years old and production information doesn't seem to be available. I feel like the project might have succeeded had it been backed by a big name like Caterpiller or Toyota.
