Have you tested the stove with just a small, screw-in propane bottle (ala Wal-Mart or CW) just to rule out problems with the stove?
The second thought is where is the pressure regulator located? There should only be one in the connection from the tank(s) manifold to the stove itself. Sounds like it might be over-pressuring your stove.
