Many states still allow people to ride in a fifth wheel, if there is a intercom to the pickup, yet they do not install seat belts in the fifth wheels. . .
You would have to travel back to before 1975 to get to a time when the hospital let you take your kids home without a safety seat in Oregon and California.
Yes I can recall my dad installing seat belts into our cars before they became standard in 1967 or 68. Dad's Mercury Colony Park came with the seatbelt option in 1965.
