I'm concerned not only about being legal, but also being safe. I guess having someone . . . anyone . . . restrained by only the lap belt made me feel like that wasn't safe. That's what made me think maybe the smallest one in the five-point harness would be safe, but I wasn't sure if installing it with only the lap belt was safe. And I'm pretty sure we don't have a center airbag and we can turn off the passenger airbag.
