You did say in the O.P. that you'll be getting a five-pointer, so good. A six year old won't be able to move a muscle in one of those puppies.
As for the lap belt for securing it: it's perfectly fine. Strong, safe, and secure. It'll hold the seat 'til doomsday.
Finally, per Pennsylvania law:
It very sensibly states/requires only the following, here quoting from this link.

Under Pennsylvania’s primary child passenger safety law, children under the age of four must be properly restrained in an approved child safety seat anywhere in the vehicle.
Children from age four up to age eight must be restrained in an appropriate booster seat.
Children from age 8 up to age 18 must be in a seat belt.
Do note the "anywhere in the vehicle" language, which is repeated elsewhere. That appears to be the correct interpretation of the actual Pennsylvania code (link), which does not specify any position at all.
