The problem with airbags is that they can kill people who are too short or too small. An airbag can cause massive and often fatal facial, cranial and cervical trauma if the person it's hitting is either short enough to have his/her face in its direct path, or not heavy enough to push back against the bag's expansion. Regardless of what the law says for age requirements, that's the real, practical reason.
