As for the tires and wheels, that is unsprung weight, so the only way for that to produce a higher number is if the tires/wheels are rated to carry more weight.
Payload is the weight of the base truck subtracted from the GVWR, I always weight the truck with the tires on it! Wheels and tires are part of the curb weight and part of the GVW.
Lighter wheels and tires increase payload.
BUT, the manufacturer set the GVW. There is a limiting factor somewhere in the truck.. The weak link so to speak. It can be many things. Motor, tranny, frame, springs, and yes wheels and tires.
Lets just take for example, if the frame is the limiting factor. Changing the tires and wheels won't net you any more cargo capacity will it?. Same for the springs.
