As for the tires and wheels, that is unsprung weight, so the only way for that to produce a higher number is if the tires/wheels are rated to carry more weight.
Payload is the weight of the base truck subtracted from the GVWR, I always weight the truck with the tires on it! Wheels and tires are part of the curb weight and part of the GVW.
Lighter wheels and tires increase payload.
