One very simple reason for the manufacturer to use hub centric wheels is it makes the installation at the factory that much easier. With a lug centric wheel care must be taken when tightening the lugs to ensure proper wheel centering. With a hub centric wheel, you can just slide on the wheel and torque down the lugs. The reason after market hub centric wheels are rare is they would have to be vehicle specific. Ford knows the hub diameter so they can get hub centric wheels made for those vehicles. Hub centric vs lug centric makes no difference regarding load carrying ability. The load is carried on the friction between the wheel and mating surface created by the torque on the lug nuts. This is why proper torque on lug nuts is important, regardless of lug or hub centric.

Another reason on a dually with washer type lug nuts there is no other good way to center the wheel on the axle .
