What do regulations have to do with lack of headroom and towing??
The crossover is simply the station wagon of the era. They have the room for kids and groceries and have minimal "tough duty" capabilities for light towing, all weather driving, and dirt road driving. Enough for the family to go skiing, camping, to the beach, soccer games, etc. Heck, if you put paneling along the sides, they'd even look like station wagons...
