If you are under 26K GCWR (trucks GVWR+ trailer GVWR, not trucks factory GCWR) you don't need a CDL. The rescue team I drive for has a 14K GVWR flatbed trailer. When we tow it with the 11.5K GVWR F350 SRW, no CDL required. When we hook it to the 14K GVWR F350 dually it requires a CDL-A. Yes, virtually all the hotshotters need a CDL.
There are exceptions for most trucks used by firefighters, rescue teams and farm equipment. If your rescue team is requiring CDL training/licensing for equipment used by/register to the "team", they may want to look in to the exceptions...could save ya'll some much needed funds.
