Aluminum isn't a bad conductor. As long as they don't ground the frame and if they miss a few cross beam welds or do them so poor that they don't conduct, then they are able to make good use of the aluminum to transmit the AC and DC current and use smaller gauge copper wire. Saves money.
At least that is the only explanation I can come up with.
