Shore power cord stuck in the compartment.

When mine was tangled and stuck, I just kept twisting and pulling, one direction, and another. I could have broken the seal around inlet, after removing the screws, but I got it without, just took a while.

I then took it all the way out, laid it in the sun until warm. I coated it with 303 protectant, put it back in by coiling it into hole. No problem since.
