It is running on 12V only, whether or not you are connected to anything. Hook up to shore power, you are getting 12V from the converter. Run the engine in my motorhome (or your tow vehicle) it is getting 12V from the charge line.
Whether or not it will move on the battery (or batteries) only depends on the charge state and battery condition. Although I have two group 24 batteries to move the slides, the manufacturer recommends running the engine, hooking up to shore power (or generator) for moving the slideouts, because battery condition is always an unknown.
It is particularly unknown for a towable vehicle because when you get around to moving the slideouts, someone has already tapped the battery for running the tongue jack or landing jacks, may have gone inside and turned on lights, started the refrigerator, etc.
Still, my expectation is that my batteries, when charged, should be able to move the slideouts, and if that becomes a problem, it is likely time to replace the batteries.
