If it was towed a good distance to the dealer they should already be broken in (burnished the magnets and seasoned the shoes and drums). And no you want a slight drag. If it stops in less than 2 revolutions it's too tight. And with electric drum brakes you will always hear the magnet contacting the drum occasionally. Adjust them so that if you give it a good spin it spins at least twice!
