While I'm sure they aren't above saving a couple bucks...in a household setting, the appliances are often spaced far apart. (stove/oven in kitchen, how water heater in a closet by the bathroom, furnace in the basement, etc...). Plus if you are working on the stove in the winter, you don't necessarily want to shut off fuel to the furnace if it will take several hours to finish.
With an RV, there is a single obvious shut off (the tank) and it would be very rare to work on the stove while keeping the furnace running...so the priority to have independent shut offs is far lower.
