Don't let the 1500HD badge scare you away. That truck is basically a 3/4 ton and should have the 8600# GVWR.
My wife's truck is a 2001 2500HD. It has the same powertrain as that truck save for the full float rear axle. The engine is the LQ9. That is the HD version of GM's 6.0L LS engines that were offered that year. The transmission is the 4L80E which is only one step down from the Allison.
I am going to assume since you say it has the 10,300# tow rating that it had the 4.10 rear axle. If that is the case then the GCWR will be a very capable 16,000#.
I have towed 17,000# with my wife's truck so 7,000# should be easy for the one you are looking at.
