When a tandem axle trailer front tire goes up over a bump, the equalizer pivots and the frame only rises 1/2 of the height of the bump. Then this repeats for the rear. So while there will be 2 "bumps", they will be 1/2 as high. Given the choice between one larger bump and 2 smaller ones, the smaller ones are less likely to disrupt the contents of the interior and is probably less jarring to the tow vehicle.
