small electrical charge on truck camper frame

well i disconnected the truck pigtail and still had voltage going through the camper and truck. So I took apart the converter and have hooked it all back up just still pulled apart. Guess what, now I cant get it to do its thing anymore. Its like pulling the converter apart has some how stopped the problem. All I can see to do is put it back together properly and see if it does it again. Really kind of stumped. Has anybody had this same problem????? If I thought buying the new bottom replacement would fix the problem I would do it, but I haven't got the slightest what did this. I will be checking more thoroughly tomorrow.
