Come visit Oregon. you'll see plenty of utility etc. w/o plates. trailer under 1800 loaded weight don't need plates. Some of the smallest TT may make it, utility trailers are usually light enough to not need a plate. The issue is when traveling to another state and getting pulled over, been there done that, convincing LEO that oregon didn't require plates or trailer brakes took some time.
