Good info.........
It does define 'heavy duty commercial truck' as one weighing 6500# or more.
SO don't know what they define as light duty.....??
Flat towing a car........I would carry set of cable-chains as it is a 'towed' vehicle with brakes (same as trailer)
And your right.....TCrs would run into this more frequently
