Yes.
... The voltage from the alternator is controlled by the PCM. The algorithms used are designed to put the MINIMUM amount of energy back into the starting battery required to re-start the vehicle.
Within 5-15 minutes after starting the voltage (from the vehicle alternator) will be regulated down to <14V, maybe even <13.5V.
You can not properly charge a "house battery" with that low of a voltgae.
(P.S. I have 31 years in designing automotive fuel injection systems which INCLUDES the algorithms to control the voltage regulator.)
