Carlisle didn't have the Radial Trail "RH" back in '09. They did testing in late '11 on the RH and offered them to certain outlets in the first part of '12.

Rustys friend may have a ST225/75-15 D at 2540 lbs capacity which may have 10-15 percent reserve capacity as a OEM for the load required or over its axle ratings. If thats the case a better quality tire is needed....not just more tire. Their scenario is common all across the trailering word .....rv and non rv trailers.
The newer Carlisle RH or the just released in a couple of sizes Carlisle HD which is said to replace the RH series.
Also Taskmaster Provider 15" ST carry a M speed rating and are one of the new gen ST tires very popular with some rv webs and the hauling crowd on their road trailers.
If the trailers tires and wheels are close to max all the time then the old time best upgrade is a 16" trailer wheel and a LT225/75-16 E at 2680 lb of capacity for 7-8 years and 40k-60k miles of trouble free service.
Of course using optional tires and wheel sizes depends on tire clearance issues or what capacity does the trailer actually need.
