I don't think one washer will put you over on the front axle. I'm restoring all but 160 on my setup, but my trailer weighs a thousand pounds more than yours. Have about 14K towing miles now all over the country. I get pushed around a little now and then, not often though as it seems to depend on the wind direction, but feel my setup is optimal for me. I don't think that you will ever get away from a little push now and then, adding a washer or not.
