Hot/cold water mixing via water heater 'bypass valve' being partially open is common luke warm water problem.
Also turning shower(s) off via handle vs closing hot/cold water knobs will also allow hot/cold to mix making luke warm water
IF water coming out of Pressure/Temperature Relief Valve is hot then check bypass/shower valves. (Press/Temp Valve is in outside compartment and can be opened via lever....caution water could be very hot and will spray)
IF the water is not hot (Press/Temp Valve).......then check that t-stats are tight and have clean connections.
The t-stats are in outside compartment under the black rubber cover above gas valve and have 'Push to reset' on them.
Under that cover are 2 sets of t-stats
Left ones are 120V AC normal (bottom) and high temp (top) for electric element
Right ones are 12V DC normal (bottom) and high temp (top) for gas valve.
Luke warm water on both electric and gs sounds like a valving problem not t-stats
