I don't own one of these but from what I've read, the issue is that the Mfg found a primer that had the right color so they sprayed the primer on and finished with clear coat over the primer. Turns out the primer is not colorfast with UV.
Bean-counter influenced process error, IMO.
For the OP: I don't know what graphics are involved or the level of disassembly required, but in my area $1K sounds a bit high for a repaint of an area like that. There may be more to it than I know about, though.
