I don't own one of these but from what I've read, the issue is that the Mfg found a primer that had the right color so they sprayed the primer on and finished with clear coat over the primer. Turns out the primer is not colorfast with UV.
Bean-counter influenced process error, IMO.
For the OP: I don't know what graphics are involved or the level of disassembly required, but in my area $1K sounds a bit high for a repaint of an area like that. There may be more to it than I know about, though.
I've never seen that it was a primer issue. The primer has paint sprayed over it so the paint would protect it from any UV. In my case it was the gel coat that faded just like it has been for countless other manufacturers that used a colored gel coat. Mine has had both caps painted to fix the problem. Heartland as well as Jayco and probably several others have switched to painted caps to eliminate this problem. It cost $1500. to paint my front and $1050 to paint the rear. The manufacturer paid for the front as it went bad a year or two out of warranty. The back one was on my nickle as it was 4 years out of warranty. This is the only known "real' cure for this problem. A quality automotive type base coat clear coat finish if professionally applied should last many years without fading.
