Question for the engineer types. If. The rear bumper lowers 2 inches or so when the fifth wheel landing gears are retracted, then air bags are installed and inflated sufficient to raise the rear bum...

Not necessisarily, the front axle is just another pivot point. If your thought was correct, then adding even more would cause the front end to lift off the ground. Not likely although it could happen if the 5th wheel hitch location was behind the rear axle.
