No, it can't. A properly-loaded/balanced 9,000-lb trailer will have about 1170 lbs of tongue weight. Add another 30 lbs for the hitch itself at you're at 1200 lbs. Here's a payload sticker from a 2017 EL:

Unless you're a small guy, AND you're planning on driving the rest of the family in a chase vehicle, you're out of payload.
My 3/4-ton Suburban is maxed out with an 8600-lb trailer.
