I have a friend that had this problem. I took a look at it and found the problem. His hitch was really loose in the receiver. After hooking one side the hitch would turn/twist and it dropped the other side down making it harder to connect. I built him a extra heavy hitch vice so the hitch would not twist in the receiver and it really helped.
A way to verify this is to hook up opposite sides first.
Hook up the passenger side first. Is the driver side tight?
Then hook up the driver side first. Is the passenger side tight?
If the answer is yes to both, then the twist is likely correct.
If the answer is only yes to one, then it is likely something else - ground slightly uneven, trailer heavy on one side, etc.
Make sense?
EDIT: Try putting the 4X4 under the jack to get more height. That should work.
