Why not? Because I bought it used and it didn't come with any. That and the fact that a properly loaded trailer should never sway unless you're out in winds far greater than you should be. Didn't spend much for the tt that included the wdh and already had the tv. Not gonna spend money on something I don't need.
Maybe when you've spent decades towing all kinds of trailers in all kinds of conditions, you don't need a band aid or a crutch.
What I don't understand are all the posts that sound like this: "Hi, I'm new here. I've never towed a trailer in my life and I just went out and bought a 7000lb camper. What do I do now?"
