That sounds more like what I experience. Being on 95 in the right lane @ 65 and having cars and trucks pass you one after the other going 75-80 or faster drives me crazy with the push/pull.
I currently run a blue ox, and I have two sets of tension bars (1000 lbs and 1200lbs) and have tried all different kinds of combinations of tension with the TT level and slightly nose down, all are different, but none are really any better than how it tows with nothing. Again, absent traffic and wind it tows perfect. And for me, it isn't so much what I would call troublesome sway since it settles down almost immediately, but definitely takes some of the fun out of the trip.
I could probably deal with it, but it makes my wife anxious, which in turn makes it a miserable trip for me (but the kids in the back don't seem to notice...).
