They make a heavy duty clamp available from Amazon to reduce hitch rattle. Essentially it clamps your shank to the receiver. Mount it from the side instead of vertically. For 16 bucks it might be worth a try.
If he is using the WD there will be no "hitch rattle" and that clamp will not help one bit. The use of the hitch spring bars jams the shank upwards in the receiver which is in the opposite direction that that clamp works. I doubt very much that side to side play in his shank/receiver fit is the problem. If he were towing just using the ball then I could see some play in the fit but not when using weight distribution.
