I wonder about this, too. My city sewer cleanout is literally inches from the curb in front of my house. The hill is pretty steep, but is angled so that I'd get a thorough dump. I just wonder a) if it's legal for me to dump there and b) what my neighbors would think.
You were told its a clean out for the sewer so yer just cleaning the sewage out of your camper... right?!
With that much slope the tremendous suction could implode the toilet... So be careful to stand back you wouldn't want anything to happen.
