The black pipe that drains the gray tank has a small hole in it. Is regular PVC okay to use to make the repair?

Black pipe is ABS, and PVC cement will not bond correctly with it. They sell ABS cement for this purpose.
Just filling the hole with cement is not a good way to repair it. I'd suggest you do an internet search on "ABS pipe hole repair". There are lots of effective ways to perform this type of repair. Find one that applies to your situation and you should be good.
