I think there is a bit of an optical illusion going on here with the photo. Air bags can be nice, but there are other options if you are wanting to be perfectly level.
Sure, you can say the company wouldn't have put it on it if it didn't matter. That's fine, but you can also say they wouldn't have made it for a short bed if it wouldn't go on a short bed either. In any case, the COG doesn't matter except for arguments sake. The camper is made for a short bed, and it's on a short bed. It matters if it is made for a long bed and put on a short bed.
The first thing I would do for sway is air up the tires to 80 in back and possibly near that in the front. I'd also look at updating the shocks since it appears to be older than '08. Both of those things will help with sway.
