Studless winter tires are required in the Province of Quebec during certain months (Dec - Mar ?).
The Canadian government did a video years ago comparing a Jeep CJ in 4WD with snow tires vs a 2WD minivan. Admittedly they did not compare deep snow, but the other conditions the 2WD minivan beat the Jeep every time.
