Lift each wheel individually off the ground (use a ramp) and try rotating it with the break-away pin pulled. The wheel may rotate a bit before the brakes lock up, that's normal. But once locked, mine are impossible for me to rotate further by hand.
You could also check the current coming into each brake housing with a clampon ammeter. That could be done without lifting. IIRC my two 10" brakes together took 7 amps when locked up. So each alone should be ~3.5 amps.
