No you do not have to come back. You certify that the vehicle is out of state when you renew online, by mail, or in person. You just have to get the trailer inspected within 3 days of returning to Texas. They'll issue you a new sticker, but your registration will be flagged in the system stating that an inspection is still due.
If you never return to Texas then you'd never need to do an inspection. But if you have returned, haven't done the inspection, and get pulled over then the officer can issue you a citation for the inspection infraction.
