I think westend got it right.
The main problem is manufacturers installing tires with insufficient load rating for the TT. A bump up in load range would probably go a long way to preventing tire problems. 7K rated tires on a 7K rated trailer that is probably overloaded to 7.5K likely causes more issues than the country of origin.
That plus under-inflation.
