If it’s a trailer with a very low CCC then yes. But as I have said, some trailers are as much as 3-4K lbs. my trailer has a 4100lb CCC. No way I would use the GVWR.
My tow rating is 11k lbs. my trailer GVWR is 11,200 lbs. loaded for a week long trip my trailer scales at 9200 lbs. the dry weight, is 7136 lbs. (brochure weight is 7041). As I said I will never see the trailers full GVWR. Even on our previous trailer it was 5200 dry and loaded for a week long trip weighed 6500 lbs with a 7200 lb GVWR.
