In theory, that all sounds good and feasible. But in reality, I would argue that the engineers are constrained by cost vs. return analysis and air quality standards to the point that they are not turning out the most efficient vehicle off the production line. The term, "detuned" is a real condition. And to the point of cost, the surrounding components have all been cheapened to match the detuned condition. This has nothing to do with producing the best vehicle the engineers could come up with.

In the dualsport motorcycle market the bikes come in high geared and pluged up to meet the EPA standards. Not to get the best fuel economy or power output. The engineers have had their hands tied.
