If a engine was capable of making 200hp at 3000 RPM on the ground and you are running along at 55 @ 1500 RPM then you hit a hill that takes 200hp to pull then you will need to gear down to where your engine is making 200hp on the ground.
Like you said , gear will make more torque at the same wheel speed. What happens when you have the same RPM but you add more torque? You make more HP. ;)
He was referring to final gear ratios. I could put more HP/Torque to the ground at 60mph with my '05 Hemi powered 2500HD with the original 3.73 final ratio than I could with the 4.56 final ratio that I had installed when the original needed a rebuild.
