Not clear. Unless you're running at WOT and torque peak, yes the rear axle torque is not as much as the engine is capable of producing. Assuming a direct gear in the transmission (1:1) and a 3:1 rear end ratio then there is 3 times as much torque at the rear wheel hub as there is engine crankshaft. You gear system multiplies the engine torque.
