Not every tire that comes of the line is put through the testing. They build an original "prototype" that is tested, and what is really being tested is the design and manufacturing process. What they expect is that their manufacturing process is good enough to consistantly produce the same results as the "ptototype" achieved.
With that being said and knowing that if somethng can go wrong it will go wrong, not every tire that comes of the line is perfect and yes there will be failures. As consumers we just have to hope that the manufacturing process and controls at the factory are good enough that those failure are few.
