Sulfur is a contaminate for sensors and catalysts.
They had to go to ultra low or no sulfur fuels because the exhaust treatments would not work for very long if they kept it in the fuel. Same way with leaded fuel. I can't use an O2 sensor in the pipe of a race car because the lead would foul the sensor.
I use ULSD in my 1964 Case tractor and NOX and PM is sky high (compared to a 2015 tractor). So no, ULSD did nothing or I guess I should say next to nothing for emissions.
