Ron,
Your points are good except for one huge point. The guy is going to buy a trailer so he presently has no weighed weights to work with. He also will be going to go camping in terrain that could vary significantly from flat to mountainous. His loading profile and habits are also unknown, and we know that typically RVs are overloaded more than they are a underloaded.
I would hate for the OP or anyone to throw some unknown degree of conservatism out the window, they based on rated limits and live (or not!) to regret it. It would be prudent to err on the side of safety, for all our sakes, and increase conservatism proportionately with unknowns.
