I believe the TW rating for "weight-carrying" is 10% of the Maximum Trailer Weight as well.
If a tow vehicle is rated according to or similar to the protocol of SAE J2807,
the first step would be to establish the loaded weight of the test trailer and
the second step is to adjust the load so the tongue weight is 10% of the trailer weight.
I think it's likely this is where the 10% figure comes from.
