This relatively new opinion of not returning all of the weight back to the FA (IMO) was due to two factors.
First was some TVs (GM for one) started making their suspensions so they ride on the bumpstops.
This means that the old tried and true measuring the wheel wells sag method to determine how much weight is being transferred is useless.
And now many more people are wanting to tow with lite TVs that can't handle much FAW.
The issue you are describing is due to the GM torsion bar front ends. You can crank on the WD bars all you want and it will take a great deal to get the front end to stock ride. Too much so the rear is lifted too much. Ask me how I know owning all chevys as tow vehicles with torsion bar suspension...
