No, it's not normal. It should run smoothly.
A quick FYI, learned the hard way....always, always carry some extra fuses for your jack. At the worst possible time, someone who is not the designated jack-operator will decide to take over your job and run it up too high or it'll bind for no apparent reason and you'll blow a fuse....literally.
