Did you actually see it towing the TT?
No, but the CG ticket clipped to the post has numbers for people, vehicles, and pets. Theirs only shows 1 vehicle. There is a hitch ball on the Jetta. So I'm wondering.
Okay, everything indicates the Jetta pulled the TT to the site.

It was likely over limits, but does anyone even notice when a 1ton is over it's limits? Is an overloaded HD pickup any safer than an overloaded passenger sedan? - ata3001ExplorerEven if they could, they shouldn't.
